The project forms part of the Government response to the Royal Commission of Inquiry into Abuse in Care. It will provide safeguarding tools, guidance and resources to help families, whānau carers and disabled people build safeguarding knowledge and to prevent, identify, respond to, and report abuse and neglect. This will support disabled people to be free from abuse and neglect. Scope: Co-develop safeguarding resources with disabled people, family and whānau carers, to ensure the tools, guidance and resources are practical, relevant, trusted, and reflect lived experience. Design and deliver culturally responsive, accessible and inclusive resources that meet the diverse needs of disabled people, including Māori, Pacific peoples, ethnic communities, and people with different communication, language, literacy and accessibility requirements. Build safeguarding knowledge by implementing clear, practical guidance and tools that help people recognise indicators of abuse and neglect, and know how to prevent, identify, respond to, and report concerns. Key Outcomes: • Increased safeguarding awareness for family and whānau carers and disabled people. • Greater family and whānau confidence in responding to safeguarding concerns. • Enhanced safety and wellbeing for disabled people. Indicative Timeline: Procurement release: September 2026 Contract commencement: November/December 2026 Indicative Value: Up to approximately NZD $2.2 million across 3 years.
