The project involves relocating MPI’s existing aquatic laboratory into an existing PC3 laboratory space and delivering a fully operational aquaria that supports aquatic research, diagnostics, and biosecurity activities. This will be a two-stage procurement process, beginning with an open Registration of Interest, followed by a closed competitive Request for Proposals for shortlisted respondents. MPI recognises that the specialist nature of this project may require organisations to work together to provide the full range of skills and experience needed. We welcome responses from suppliers who form partnerships or subcontracting arrangements, such as design consultancies partnering with construction contractors or specialist aquatic systems providers. Respondents should demonstrate how their proposed team will provide a complete, integrated solution, and clear accountability for delivery of the project from detailed design through to handover. Specialist aquaculture and aquatic life-support expertise will be critical to successful delivery. Suppliers should consider early how they will secure the right specialist capability to support the detailed design, construction, commissioning and handover of the facility. The proposed approach will need to demonstrate an understanding of PC2 laboratory requirements, relevant standards including AS/NZS 2243.3 and AS/NZS 2982, and the design and operation of aquatic systems such as recirculating aquaculture systems, water treatment, monitoring, controls and life-support systems.
