This EOI is an exploratory, non-binding market engagement process. It is not a procurement process and will not result in the award of a contract at this stage. Its purpose is to inform the Council’s understanding of market interest, capability, potential partnership structures, and key commercial and delivery considerations prior to any decision on next steps. As one of New Zealand’s most significant heritage landmarks, the CPCB presents an opportunity to consider how heritage preservation, activation, public value, and long-term sustainability might be advanced through an appropriate future arrangement.
